Using websites like BulkAmmo.com and eBay, Holmes spent nearly $15,000 gathering materials with ease.
Fortunately, Rep. Bonnie Watson Coleman (D-N.J.) has introduced the Stop Online Ammunition Sales Act of 2015, which would require federally licensed ammunitions dealers to verify the identity of the individuals who purchase ammunition over the Internet by checking photo ID in-person.
The bill would also require vendors to report any sales of more than 1,000 rounds if the person purchasing is not a licensed vendor.
